Do I need to change the lamp holders? - For T12 fluorescent replacement you do NOT need to change lamp holder. Disconnect and bypass the ballast and starter , and wire the bulb directly to building electrical wires using the existing "tombstones."   2. When replacing a T8 fluorescent bulb, the lamp holder must be replaced with the included non-shunted T8 lamp holder which allows you to connect a live and neutral wire to one end of the tube. And it comes with black and white wires attached to the holders, ready for splicing to building wiring.   3.Do the tubes need ballast or starter ? - No. LED light tubes don't need ballast or starter and won't work with one.
